摘　　要：本文基于手工收集的2010—2019年我国122个城市商业银行样本,从信贷供给侧角度研究地方财政压力是否有助于提升城市商业银行贷款质量。研究表明,地方财政压力与城市商业银行贷款质量呈现出显著的非线性关系;城市商业银行信贷投放与地方政府中长期发展规划一致度较高时,地方财政压力显著提升城市商业银行贷款质量。实证证据反映出地方财政压力下,政府对信贷资源配置影响具有前瞻性,引导信贷资源配置在具有较好发展前景的产业,更好发挥“有形之手”调控作用。因此,随着政府治理体系的完善,适度财政压力能够更好调动地方政府善治兴业积极性,促进城市商业银行贷款质量的提升,从而有利于金融系统稳定和地区经济高质量发展。Based on manually collected samples of 122 city commercial banks in China from 2010 to 2019,this paper studies whether local fiscal pressure can help improve the loan quality of city commercial banks from the perspective of credit supply.The results show that there is a significant nonlinear relationship between local fiscal pressure and the loan quality of city commercial banks.When the credit investment of city commercial banks is more consistent with the medium-and long-term development plans of local governments,the local fiscal pressure significantly improves the loan quality of city commercial banks.Empirical evidence reflects that under local fiscal pressure,the government has a forward-looking impact on the allocation of credit resources,guiding the allocation of credit resources in industries with better development prospects,and better playing the role of"visible hand"regulation.Therefore,with the improvement of the government governance system,moderate fiscal pressure can better mobilize the enthusiasm of local governments for good governance and prosperity,promote the improvement of city commercial banks,and thus achieve stable development of the financial system and high-quality development of the regional economy.
