美国大学网络教育质量保障机制论析

摘　　要：美国构建了大学网络教育质量保障机制并发挥着积极作用,政府、社会组织和大学是三个质量保障主体,将行政力量、社会力量和大学内部力量融合在一起共同发挥保障作用。政府是“多元保障主体”体系形成的重要推动者,在大学网络教育质量保障方面主要发挥宏观调控作用;社会组织在共同价值取向框架下,主要发挥着连接政府与大学的“桥梁”作用和为大学内部网络教育质量保障制度建设“指示”方向的作用;在政府和社会组织的推动与指引下,大学通过不断加强内部保障制度建设,在大学网络教育质量保障中发挥着核心与基础作用。The United States has established the quality assurance mechanism for university online education,which has been playing a positive role.The three quality assurance subjects including government,social organizations and universities integrate the administrative force,social force and inner force of universities together for quality assurance.The government is an important promoter during the formation process of the“multi-assurance-subject”system,which mainly plays a macro-control role in the quality assurance of university online education.In the framework of common values,social organizations mainly play the role of“bridge”connecting the government and universities and the role of“direction”for the construction of quality assurance system for online education inside universities.With the promotion and guidance of the government and social organizations,universities mainly play the role as the core and the base by constantly strengthening the construction of their internal assurance system.
