摘　　要：本文分析了特大型城市党建引领提升治理效能的新形势,梳理了党建引领基层治理在效能提升上所面临的难点与痛点,然后提出了提升特大型城市党建引领基层治理效能的一系列对策和建议,为特大型城市把党的组织优势充分转化为基层治理效能、提升基层治理的效能和水平、实现党建与治理的有机融合提供了有益思考。This article analyzes the new trends in party building leading to improved governance efficiency in mega-cities,identifies the challenges and pain points faced by party building leding grassroots gover-nance in enhancing efficiency,and proposed a series of strategies and recommendations to enhance the effi-ciency of party building leading grassroots governance in mega-cities.This article provides valuable in-sights for mega-cities to fully leverage the organizational advantages of the party,enhance the efficiency and level of grassroots governance,and achieve the organic integration of party building and governance.
