摘　　要：《区域全面经济伙伴关系协定》(RCEP)专设《自然人临时移动》一章,列明了缔约方为促进从事货物贸易、提供服务或进行投资的自然人临时入境和临时停留所作的承诺,制定了缔约方批准此类临时入境和临时停留许可的规则,以提高人员流动政策的透明度。提升海南自由贸易港(以下简称“海南自贸港”)自然人移动的开放程度和便利化水平,对推动海南自贸港高质量发展、推动我国建设更高水平开放型经济具有重要意义。文章认为,由于海南自贸港自身的原因以及同周边地区的经济往来,海南自贸港在实现自然人移动便利化方面仍面临一些法律和政策瓶颈,文章基于此提出了若干路径优化建议。The RCEP devotes a chapter to the temporary movement of natural persons,which lists the commitments made by contracting parties for the temporary entry and stay of natural persons engaged in trade of goods,provision of services or investment,and clarifies rules for contracting parties to approve such permits,in an attempt to bolster the transparency of personnel movement policies.Enhancing the openness and facilitation of the movement of natural person is of great significance for stepping up high-quality development of Hainan Free Trade Port and building a higher-level open economy.In this context,it's argued that due to its own reasons and economic exchanges with neighboring regions,Hainan Free Trade Port still faces some legal and policy bottlenecks.In light of this,the article proposes several optimization suggestions.
