摘 要:为完善执业药师职业资格制度,促进执业药师队伍健康发展。本文从制度体系、考试管理、注册(执业)管理等方面对比了我国现行执业药师职业资格制度和法律执业资格制度。发现我国执业药师职业资格制度、法律职业资格制度均建立起资格考试、执业许可、监督管理、教育培训等一系列制度和管理体系,队伍发展取得长足进步。两者比较在制度建设、政策落地、考试管理、许可管理、监督检查等方面存在差异。针对执业药师制度发展瓶颈,借鉴法律职业资格制度经验,提出以“取得执业药师资格人员应配备的岗位”为核心健全法规体系,开展战略研究;发挥资格制度“蓄水池”作用,落实“六稳”“六保”“单独划线”政策,多措并举推进队伍发展;建立考核管理体系;持续正向宣传,强化胜任力培养,提升素质能力等建议。In order to improve the professional qualification system of licensed pharmacists and promote the development of licensed pharmacists.This paper compares the current professional qualification system and legal qualification system of licensed pharmacists in China from the aspects of system,examination management,registration(practice)management.It is found that China's licensed pharmacists professional qualification system and legal professional qualification system have established a system and management such as qualification examination,licensing,supervision and management,education and training,and the development of the team has made great progress.There are differences in system construction,policy implementation,examination management,licensing management,supervision and inspection.In view of the development bottleneck of licensed pharmacist system,the author draws on the experience of legal professional qualification system,it proposed to improve the legal system with the core of"the posts that should be equipped with licensed pharmacists",carry out strategic research,give full play to the role of qualification system as a"reservoir",implement the policy of"six stability","six guarantee"and"separate marking",take multiple measures to promote the development of the team,establish an assessment management system,continue to carry out positive publicity,strengthen competency training,and improve the quality and ability.
