“双碳”目标下“人林共生”及可持续发展规划设计研究——以布拖县为例

摘　　要：以四川省凉山彝族自治州布拖县为研究对象,深入分析了当地发展现状,指出了布拖县森林资源丰富,当地居民生产生活依赖森林资源,但林业产业问题突出,存在森林火灾频发、资源利用不当、三产用地冲突等问题,影响了布拖县森林产业的发展。为促进当地发展,实现“人林共生”的最终目标,引入森林可持续经营理论,提出了构建一种生态、经济、文化良性循环的森林可持续经营模式,建议引入碳交易和林下经济两种措施,并从不同海拔高度和聚落形式层面具体探讨了造林增汇、护林减排、引入林下经济作物3种规划策略,为脱贫攻坚后的布拖县乡村进一步发展振兴提供了思路。Taking Butuo County,Liangshan Yi Autonomous Prefecture,Sichuan Province,as the research object,this paper analyzes the local development status,and points out that Butuo County is rich in forest resources.Local residents rely on forest resources for production and life,but the forestry industry has prominent problems,such as frequent forest fires,improper use of resources,and conflicts in land use among the three industries,which affect the development of the forest industry in Butuo County.Under the background of"dual carbon",in order to promote local development and achieve the ultimate goal of"Human Forest Symbiosis",this paper introduces the theory of sustainable forest management and constructs a sustainable forest management model with a virtuous cycle of ecology,economy,and culture.In order to fully utilize local forest resources,it is recommended to introduce two measures:carbon trading and undergrowth economy.Three detailed planning and design strategies are also proposed from the perspectives of different altitudes and settlement forms,including afforestation to increase sink,forest protection to reduce emissions,and the introduction of undergrowth economic crops,which provided ideas for further development and revitalization of rural areas in Butuo County after poverty alleviation.
