宜宾市个体工商户社会基本养老保险参保率提升研究

摘　　要：随着我国经济结构的转型升级和个体私营经济的不断发展,个体工商户成为一类活跃的市场主体,对市场经济的发展起到了不可或缺的作用,然而该群体参加社会基本养老保险的情况不容乐观。文章以宜宾市个体工商户为研究对象,采用问卷调查的方式收集数据信息,对其政策与现状进行分析,提出通过制定合理的统筹制度、建立有效的奖惩机制、完善社保立法、增加个体工商户收入、加强政策宣传等方式,以有效解决个体工商户群体参加社会基本养老保险的困难,使其积极参保。With the transformation and upgrading of China's economic structure and the continuous development of individual and private economy,individual industrial and commercial enterprises have become a type of active market subjects,which has played an indispensable role in the development of market economy,but the participation of this group in social basic endowment insurance is not optimistic.This paper takes individual industrial and commercial enterprises in Yibin City as the research object,collects data information by questionnaire survey,analyzes their policies and current situation,and proposes that by formulating a reasonable overall system,establishing an effective reward and punishment mechanism,improving social security legislation,increasing the income of individual industrial and commercial enterprises,and strengthening policy publicity,etc.,the difficulties of individual industrial and commercial groups participating in social basic endowment insurance can be effectively solved,so that they can actively participate in insurance.
