山东省国家公园生态产品价值实现路径研究

摘　　要：以黄河口、长岛国家公园候选区为研究区域,总结其实施生态保护修复,提升优质生态产品供给能力;开展生态价值核算,初步摸清生态产品价值家底;探索价值实现模式,发展优质生态产业;强化政府决策引导,完善生态补偿和国土优化;优化价值实现政策环境,构筑“两山”转化支撑保障等5个方面出国家公园生态产品价值实现经验做法。分析识别生态产品价值实现影响因子,在此基础上研究提出建立生态产品价值实现试点区,建立生态产品价值市场化机制,建立绿色金融扶持生态保护修复机制,建立生态产品价值实现科技支撑机制等具体路径建议,对未来国家公园生态产品价值实现路径提供参考。taking the proposed Yellow River estuary and Long Island National Park as the research area,this paper summarizes the implementation of ecological protection and restoration,and improves the supply capacity of high-quality ecological products;To explore the value of ecological products;to explore the mode of value realization,to develop high-quality ecological industry;to strengthen the guidance of government decision-making,to improve ecological compensation and land optimization;to optimize the policy environment for value realization,constructing“Two mountains”transformation support guarantee and other 5 aspects of national park ecological product value realization experience.On this basis,it is proposed to establish pilot areas for realizing the value of ecological products,to establish a market-oriented mechanism for the value of ecological products,and to establish a green financial support mechanism for ecological protection and restoration,the establishment of scientific and technological support mechanism for the value of ecological products and other specific path suggestions for the future national park ecological product value of the path to provide a reference.
