摘　　要：本文旨在探讨全球价值链在当前世界经济环境下所面临的挑战以及中国的相应对策,从而明确全球价值链研究的新议程。讨论新冠疫情大流行、地缘政治、大国竞争政策等不确定性因素对全球价值链的影响;述评全球价值链与国家安全之间的关系,包括产业链韧性与重构、产业补贴政策等;讨论能源转型、减碳目标及数字化、智能化技术对全球价值链的影响。本文指出在贸易壁垒传递、福利分析等研究问题上,现有全球价值链研究与经典国际贸易理论的结合仍有待加深,全球价值链对于促进全球经济增长与发展具有重要作用,其存在和发展可能因短期全球经济政策不确定性加剧而遭遇挑战,也可能因应对气候变化、改善环境治理等高水平发展目标而出现调整,但并不会发生根本性逆转。This paper seeks to define emerging themes for global value chains research by investigating the challenges faced by the global value chains in the current global economic environment,and China's performance in relation to these obstacles.First,we discuss the impact of uncertainties such as the COVID-19 pandemic,geopolitical conflicts,and rivalry between major economic powers on the global value chains.Second,we explore the relationship between the global value chains and national security,focusing on the resilience and the reconfiguration of industrial chains,and the role of industrial subsidy policies.Third,we discuss the impact of the structural transformation of energy,de-carbonization goals,as well as digital and intelligent technologies on the global value chains.Fourth,we suggest that there is still potential for further research using classical international trade theory on issues such as the transmission of trade barriers along the global value chains and the pertinent welfare implications.Finally,we highlight the crucial role of the global value chains in boosting global economic growth and development.Short-term global economic policy uncertainties may pose challenges to its development,while high-level development goals such as mitigating climate change and enhancing environmental governance may necessitate adaptations;however,there will not be any fundamental reversal.
