参建通道经济能促进欠发达地区对外开放吗--来自西部陆海新通道的经验证据

摘　　要：高质量共建西部陆海新通道是加快构建“双循环”新发展格局,引领西部欠发达地区对外开放的重要举措。本文以是否参建西部陆海新通道为分组依据,在充分识别异质性处理效应的基础上构建多期双重差分模型,对欠发达地区参建通道经济的对外开放效应展开经验分析。研究发现:参建通道经济持续带动了欠发达地区的对外开放,促进贸易开放与投资开放上涨6.8%与1.6%,但该效应存在显著的时空异质性;参建通道经济通过改善交通基础设施“硬联通”建设,优化资源要素配置与弥补欠发达地区不利的开放初始条件推动对外开放,但未能带动民心文化等“软联通”建设;西部陆海新通道成为服务国家战略的国际开放大通道,推动欠发达地区与“一带一路”倡议的开放联动,中新(重庆)战略性互联互通示范项目开放特色显著,但开放不均衡的难题亟待解决。本研究对高质量建设西部陆海新通道,促进中国更高水平的向西开放具有重要意义。The high-quality collaborative construction of the New Western Land-Sea Corridor(NWLC)stands as a pivotal measure to accelerate the“dual circulation”development pattern and lead the opening up of underdeveloped regions in western China.This paper employs a multi-period difference-in-differences model,distinguishing heterogeneous treatment effects based on participation in the NWLC construction,to empirically assess the opening-up effects of underdeveloped areas'participation in corridor economy construction.The findings reveal that participation consistently stimulates the opening up of these areas,yielding a 6.8%increase in trade openness and a 1.6%rise in investment openness.However,this effect manifests significant spatial and temporal variations.Participation promotes the opening up of underdeveloped areas through improving“hard connectivity”construction of transportation infrastructure,optimizing resource allocation,and mitigating initial opening-up challenges,while not significantly stimulates“soft connectivity”construction such as public sentiment and culture.Moreover,the NWLC functions as an international channel to serve national strategies,fostering the coordination between underdeveloped area development and“the Belt and Road”initiative.While the China-Singapore(Chongqing)strategic connectivity demonstration project shows a significant openingup effect,addressing the issue of uneven opening up requires urgent attention.This study holds great importance for constructing a high-quality NWLC and advancing China's higher-level opening up to the West.
