摘　　要：中国是个农业大国,土地是中国农村最重要的资源,土地问题解决的关键是对现有的土地制度和土地流转制度进行改革创新,构建与时俱进、因地制宜的土地流转模式和支撑体系。本文通过问卷调查法与深度访谈法对玛纳斯县土地制度改革对农用地流转的影响现状进行调查,然后采用描述性统计法和归纳分析法对玛纳斯县土地制度改革及土地流转情况进行分析,发现问题,提出对策建议。在土地流转过程中,玛纳斯县存在部分突出问题,即流转程序不规范,缺乏有效监督,土地流转信息时效差,缺乏流转交易平台,土地碎片化严重,整合困难。因此,要规范土地流转程序,实施有效监督,加强土地流转政策宣传,建立土地流转平台,优化空间布局,实现土地规模经营。China is a major agricultural country,and land is the most important resource in rural areas,and the key to solving land problems is to reform and innovate the existing land system and land transfer system,and build a land transfer model and support system that is up-to-date and tailored to local conditions.In this paper,the current situation of the impact of land system reform on agricultural land transfer in Manas County is investigated through questionnaire survey and in-depth interview,then descriptive statistics and inductive analysis are used to analyze the land system reform and land transfer situation in Manas County,identify problems,and propose countermeasure suggestions.In the process of land transfer,Manas County has some prominent problems,including non-standard transfer procedures,lack of effective supervision,poor timeliness of land transfer information,lack of transfer transaction platforms,severe land fragmentation,and difficulties in integration.Therefore,it is necessary to standardize the land transfer process,implement effective supervision,strengthen the promotion of land transfer policies,establish a land transfer platform,optimize spatial layout,and achieve large-scale land management.
