摘　　要：巴以问题是中东地区安全及国际关系的核心问题。2023年10月,巴以冲突再度爆发并产生溢出效应,形成了四组矛盾:一是哈马斯等“抵抗联盟”成员与以色列的军事博弈,二是阿拉伯、伊斯兰国家以及“全球南方”左翼政府与以色列的政治博弈,三是国际社会与美以的外交博弈,四是全球亲巴力量与亲以势力的舆论博弈。围绕巴以问题的解决出路,国际社会提出了反恐怖主义论、反殖民主义论和共生关系论三种不同的治理路径,各种治理方案相互竞争,对巴以和平、中东国际关系和大国的中东战略产生了深远影响。中国站在推动构建人类命运共同体的高度,积极践行全球安全倡议,主张在“两国方案”和联合国相关决议的基础上实现阿以两大民族和平共处,为巴以冲突治理贡献安全和智力公共产品,与国际社会一道助力中东和平与发展事业。The Palestinian-Israeli issue is the core issue of security and international relations in the Middle East.In October 2023,the Palestinian-Israeli conflict broke out again with widespread spillover eff ects,bringing about four pairs of contradictions:fi rst,the military game of Hamas and other members of the“Resistance Coalition”with Israel;second,the political game of Arab and Islamic countries and the left-wing governments of the“Global South”with Israel;third,the diplomatic game of the international community with the United States and Israel;and fourth,the global public opinion game between the pro-Palestine forces and the pro-Israel forces.On the solution of the Palestinian-Israeli issue,the international community has put forward three different governance paths:anti-terrorism,anti-colonialism and symbiotic relationship,with various governance schemes competing with each other,which have exerted a profound impact on peace between Palestine and Israel,international relations in the Middle East and the Middle East strategies of major powers.From the perspective of promoting the building of a community with a shared future for mankind,China actively implements the Global Security Initiative,advocates the peaceful coexistence of the Arab and Israeli peoples on the basis of“two-state solution”and relevant UN resolutions,contributes security and intellectual public goods to the governance of the Palestinian-Israeli confl ict,and works together with the international community to promote peace and development in the Middle East.
