科技竞争背景下印美“下一代防务合作伙伴关系”评析

摘　　要：当前,美国基于推进“印太战略”的需要,十分重视与印度的防务合作,而印度也迫切需要强化其国防工业实力,且印美两国已有的防务合作也亟待优化。在此背景下,印美于2023年6月提出要推动建立“下一代防务合作伙伴关系”,重点是在关键和新兴国防技术的联合研发、供应链整合、共同生产以及联合采购等方面进行系统性深入合作,并期望促使双方防务合作从“政府对政府”的传统模式升级为政府、国有产业、私营企业、学术科研等部门和机构交互合作的新模式。同时,印美通过对之前的协议进行升级和补充,可进一步落实美国在“印太”地区的战略布局。目前,防务合作依然是两国的战略契合点,其双边防务关系虽面临一系列障碍,但仍呈现出进一步提升的趋势,这对地区安全形势和中国国家安全带来了新的影响,值得密切关注和深入研究。At present,based on the need to advance its“Indo-Pacifi c Strategy”,the United States attaches great importance to defense cooperation with India,and India urgently needs to boost the strength of its defense industry,while the existing defense cooperation between India and the US also calls for optimization.In this context,India and the US proposed in June 2023 to promote a“next generation defense cooperation partnership”between them,which focuses on systematic and in-depth cooperation on joint research and development,supply chain integration,joint production,and joint procurement in the field of critical and emerging defense technologies.It is also hoped that the defense cooperation between the two sides will be upgraded from the traditional“government to government”model to a new model of integrated cooperation between the governments,state-owned industries,private enterprises,academic research and other departments and institutions.At the same time,by upgrading and supplementing the previous agreements,India and the US can further implement the strategic deployment of the US in the Indo-Pacifi c region.Currently,defense cooperation is still a strategic convergence between the two sides.Although their bilateral defense relations are facing a series of obstacles,they are still showing a trend of further improvement,which has brought new impacts on the regional security situation and China’s national security,thus deserving close attention and in-depth study.
