摘　　要：As the chairs of the 8th International Conference of Pioneering Computer Scientists,Engineers and Educators 2023(ICPCSEE 2023,originally ICYCSEE),it is our great pleasure to welcome you to the conference proceedings.ICPCSEE 2023 was held in Harbin,China,during September 22–24,2023,and hosted by the Harbin Engineering University,the Harbin Institute of Technology,the Northeast Forestry University,the Harbin University of Science and Technology,the Heilongjiang Computer Federation,and the National Academy of Guo Ding Institute of Data Sciences.The goal of this conference series is to provide a forum for computer scientists,engineers,and educators.
