“三位一体”综合合作组织嵌入乡村共同体的路径研究——经棚镇农业发展联合会的案例分析

摘　　要：在经济利益导向下,农村合作经济组织日益脱嵌于以社会关系相连、惠农政策相关、文化观念共享为基础的乡村共同体,从而造成“精英俘获”“隐蔽雇佣”与“农村资金外流”等现象。克什克腾旗经棚镇农业发展合作联合会自2018年开展的农民“生产、供销、信用”“三位一体”综合合作通过发展联结村民的网格化管理体系嵌入社会关系,通过构建打通行政层级与部门的联合党委嵌入惠农政策,通过坚持“姓农、为农、务农”的公益性嵌入文化观念。“生产、供销、信用”综合合作形成的无限次重复博弈与按交易额返利形成的激励相容是实现嵌入的主要动力机制。须从“三位一体”综合合作体系构建、自下而上网格化管理体系建设、惠农政策的下沉、加强“一懂两爱”教育等方面推动“三位一体”综合合作组织嵌入乡村共同体。Under the guidance of pursuing economic interests,rural cooperative economic organizations are increasingly disembedding into the rural community based on the connection of social relations,the relation of policies and governance,and the sharing of culture and mentality,resulting in the problems of“elite capture”,“hidden employment”and“rural capital outflow”.The Agricultural Development Cooperation Federation of Jingpeng Town,Keshiketeng Banner has launched a“trinity”comprehensive cooperation among farmers in 2018,which integrates“production,supply and marketing,and credit”.The comprehensive cooperation embedded the social relations through the development of the grid management system connecting the villagers,embedded the the benefiting-farmer policies through the construction of the joint party committee connecting the administrative levels and departments,embedded the culture and mentality through the adherence to the commonweal of“surname farmers,serve for farmers,work for farmers”.The infinite repeated game formed by the comprehensive cooperation of“production,supply and marketing,and credit”and the incentive compatibility formed by the rebate according to the transaction amount are the main driving mechanisms to realize embedness.It is necessary to stimulate the precise motivation from the construction of the“trinity”comprehensive cooperation system,the construction of the bottom-up grid management system,the sinking of the benefiting-farmer policies,and the strengthening of“one understanding and two love”education,so as to promote the embedness of comprehensive rural cooperative economic organizations into the rural community.
