政策“目标—工具”分析框架下农民工就业政策研究基于省级层面政策文本

摘　　要：以2015-2022年省级层面436份农民工就业政策文本为研究对象,构建政策“目标-工具”二维分析框架,采用Nvivo12质性分析软件进行编码,统计政策文本特征,并进行政策目标维度和政策工具维度分析。研究发现:省级层面农民工就业政策缺乏完整、独立的体系,政策工具组合不均衡,政策目标结构失衡,政策工具细分占比差异较大。因此,需要完善农民工就业政策体系,强化政策工具组合效应,平衡政策目标结构,适度均衡政策工具细分占比。Taking 436 employment policy texts for migrant workers at various provincial levels from 2015 to 2022 as the research object,constructing two-dimensional analysis framework of policy"objectives-tools".using Nvivol2 qualitative analysis software for coding,statistical analysis external characteristics of policy texts,and analysis of policy objective dimensions and policy tool dimensions.Research has found that the employment policies for migrant workers at the provincial level lack a complete and independent system,the combination of policy tools is imbalanced,the structure of policy objectives is imbalanced,and the proportion of policy tool segmentation varies greatly.Therefore,it is necessary to improve the system for employment policies for migrant workers,strengthen the combination effect of policy tools,balance the structure of policy objectives,and moderately balance the proportion of policy tool segmentation.
