摘　　要：为探索新的国土空间规划体系的基本理论,建立指导“多规合一”、超越原城市规划、土地利用总体规划的规划理论,推进国土空间规划理论研究和编制实践工作,立足我国国土空间规划体系改革的人地资源关系、行政管理体制和时代宏观背景,分析国家制定五级国土空间规划“三线”统筹划定规则和国土空间总体规划技术逻辑的价值导向,结合特大城市和县区国土空间总体规划编制工作实践,总结提出总体国家安全观是统帅整个国土空间规划技术内容体系的顶层规划理念,并主要通过划定空间管控底线、明确自然资源保护要求、采取空间布局主动避灾、完善城市支撑系统等路径进行落实。同时,提出要全面贯彻落实总体国家安全观,国土空间总体规划还应在优化“双评价”技术方法、完善“三区三线”划定规则、平衡国家整体秩序和地方发展活力等方面进一步研究。In exploration of the basic planning theories of the territorial space planning system that may better guide multi-planning integration beyond previous urban planning and land use planning,based on the human-land resource relationship,administrative institution,and general backdrop of the time,the principle of the overall delineation of the"three lines"of five-level territorial space planning and the value orientation of territorial space master planning are analyzed,and it is argued that the holistic national security concept is the top-level concept of territorial space planning technical system based on practice at different levels.The concept is consolidated through delimiting spatial control bottom line,clarifying natural resource preservation requirements,active prevention of disasters with rational spatial layout,and integrating urban supporting system.Further researches such as double evaluation optimization,"three zones and three lines"delimitation rules,balance between overall national order and local development vitality still need to be carried out to consolidate the holistic national security concept.
