摘 要:新型举国体制相关文献已丰富讨论了政府主导的核心技术的供给模式,但是,大量市场导向的产业核心技术供给问题,仍然缺乏讨论。研究以荷兰阿斯麦公司(ASML)作为典型案例,分析光刻设备生产商如何通过创新生态系统实现光刻行业的核心技术突破。研究发现,在产业核心技术开发过程中,企业应当构建具有动态性和长期性的价值主张,发挥技术选择和布局的主体作用。在编排市场导向的创新生态系统时,核心企业需要关注非主流用户需求、与主流用户深度捆绑、带动互补者成长,参与非营利性联盟组织,营造良好的竞合生态环境。研究提出以创新生态系统为抓手,打造市场导向产业核心技术的创新模式,不仅为企业发挥创新主体作用提供实践经验,而且对构建政府和市场协同共创的供给模式提供参考。This study examines the supply of market-oriented key core technologies in the innovation ecosystem using ASML,a Dutch lithography equipment manufacturer,as a case study.The study proposes a market-oriented innovation model for core technology supply in the industry and highlights the need for innovation ecosystem thinking to solve the market-oriented core technology supply dilemma.The study emphasizes that long-term investment is crucial for the competitive advantage of core technologies in the industry.It is necessary to build dynamic and long-term value propositions around the core technology of the industry with core enterprises as the main body.This value proposition with long-term and dynamic characteristics is the basis for solving core technology breakthroughs.Meanwhile,users play a vital role in determining the supply of core technologies.Therefore,the study suggests paying attention to the needs of non-mainstream users and integrating with mainstream users.The former determines the long-term market,while the latter determines the short-term market.The level of complementary technologies affects the upper limit of application of key technologies,so core enterprises need to drive the growth of complements.Unlike the government-oriented innovation model,the competition of core and key technologies is market-oriented competition,and creating a good competitive ecological environment is crucial to guarantee technological breakthroughs.The study also reveals that non-profit organizations play an essential role in acquiring global knowledge,and participating in international alliances helps to gain geopolitical advantages.Based on the innovation ecosystem,the study proposes a market-oriented industry core technology innovation model,providing experience for enterprises to play the role of innovation leaders and a reference for building a government-market collaborative supply model.At the practical level,the study summarizes the differences between government-oriented and market-oriented core technology supply
