档案产业联盟构建意义与方法探析

摘　　要：档案产业联盟是企事业单位档案馆、档案学术机构、档案服务企业、档案主管部门、档案中介机构等联合形成的新型组织。档案产业联盟有望在提高档案企业竞争力、解决档案行业共性问题、提升档案机构服务质量和创造学术研究价值等方面产生积极作用。构建档案产业联盟首先明确研究对象,再分析联盟的运行生态,其关键在于建立有效的信息沟通机制、进行标准化建设、建立激励机制与约束机制、进行绩效评估与利益分配以及开展社会视角的评价分析。The archives industrial alliance is a new type of organization formed by the joint efforts of archives from enterprises and public institutions,academic archival institutions,archive service companies,archives regulatory agencies,and archival intermediaries.The archives industrial alliance is expected to play a positive role in improving the competitiveness of archival enterprises,addressing common issues in the archival industry,enhancing the quality of archival institution services,and creating academic research value.The key to building the archives industrial alliance is to first clarify the research objects and then analyze the operation ecology of the alliance.It is essential to establish effective information communication mechanisms,carry out standardization construction,establish incentive and restraint mechanisms,conduct performance evaluations and benefit allocations,and engage in social perspective evaluation analysis.
