海上边际油气项目成本控制前期策略研究

摘　　要：对于海上边际油气项目,由于其可采资源“小、散、碎”或开发条件较差导致总投资较高,因此设置成本目标和限额设计、成本绩效管理等成本控制手段对于其经济有效开发尤为重要。目前针对海上边际油气项目投资管理的管理,缺少主动统筹的成本控制观念。为此,文章从项目决策的基本要求出发,系统分析了海上边际油气项目的开发工程模式,以项目参与各方共赢为导向,以实现项目经济效益为目标,提出基于目标成本法的成本规划策略和基于价值工程分析的成本计划策略。研究结果表明:在海上边际油气项目前期决策中,为推进边际油气项目经济有效实施,应积极融合各方利益,制定成本目标、明确成本计划。结论认为:在海上边际油气项目实施前主动制定符合要求的成本目标,实施过程中严格执行成本计划,对保证海上边际油气项目经济开发具有现实意义。For offshore marginal oil and gas projects,due to their"small,scattered,and fragmented"recoverable resources or poor development conditions,the total investment is high.Setting cost targets and limit design,cost performance management,and other cost control measures are particularly important for their economically effective development.Currently,the management approach for investment management of offshore marginal oil and gas projects lacks proactive and overall cost control concepts.Therefore,starting from the basic requirements of project decision-making,this article systematically analyzes the development engineering model of offshore marginal oil and gas projects,and proposes cost planning strategies based on target costing and cost planning strategies based on value engineering analysis,with the goal of achieving win-win results for all parties involved in the project and achieving economic benefits for the project.The research results show that in the early decision-making process of offshore marginal oil and gas projects,in order to promote the effective implementation of marginal oil and gas projects,it is necessary to actively integrate the interests of all parties,set cost targets,and clarify cost plans.The conclusion is that it is of practical significance to actively establish cost targets that meet the requirements before the implementation of offshore marginal oil and gas projects,and strictly implement cost plans during the implementation process to ensure the economic development of offshore marginal oil and gas projects.
