摘　　要：国家对用水实行总量控制和定额管理相结合的制度,用水定额是衡量节水的技术标准,也是强化水资源刚性约束的重要技术依据。为发挥长三角示范区高质量一体化示范引领作用,强化水资源刚性约束,该文在梳理分析示范区所在省(市)现行用水定额标准现状、差异性以及不同层面对示范区一致性用水定额需求的基础上,探索提出示范区一致性用水定额标准研究工作思路和实现路径,为长三角示范区探索建立区域一致性用水定额标准体系提供依据。The state implements a system combining total water control and quota management.Water quota is the technical standard to measure water saving,and it is also an important technical basis to strengthen the rigid constraint of water resources.In order to give full play to the leading role of high-quality integrated demonstration in the Yangtze River Delta demonstration zone and strengthen the rigid constraint of water resources,this paper explores and proposes the research ideas and implementation path of the consistent water quota standard in the demonstration zone based on the analysis of the cur-rent status and differences of the current water quota standard in the provinces(municipalities)under the jurisdiction of the demonstration zone and the demand for the consistent water quota in the demon-stration zone at different levels.It provides a basis for the Yangtze River Delta demonstration zone to explore the establishment of regional consistent water quota standard system.
