摘　　要：习近平总书记在西藏视察时指出,西藏发展不仅仅是单纯的经济问题,而是政治问题、经济问题、社会问题、民生问题的辩证统一。党的十八大以来,习近平总书记高度重视西藏工作,对于西藏发展提出一系列新思想新要求,对经济发展方面指出,西藏发展要围绕“三个赋予、一个有利于”,这为西藏实现经济高质量发展指明了前进方向、提供了根本遵循。本文主要选取2012年至2022、2023年期间西藏经济社会发展的数据,针对西藏实现高质量发展中存在的制约因素,提出对策建议。During General Secretary Xi Jinping's inspection in Xizang,he pointed out that the develop⁃ment of Xizang is not only a simple economic issue,but a dialectical unity of political,economic,social and livelihood issues.Since the 18th CPC National Con⁃gress,General Secretary Xi Jinping has attached great importance to the work of Xizang and put forward a se⁃ries of new ideas and requirements for the developmentof Xizang. In terms of economic development, hepointed out that the development of Xizang should focuson "three gifts and one benefit", which pointed out thedirection for Xizang to achieve high-quality economicdevelopment and provides a fundamental guideline.This paper mainly selects the data of Xizang's economic and social development from 2012 to 2022 and 2023,and puts forward countermeasures and suggestions forthe constraints existing in the realization of highqualitydevelopment in Xizang.
