摘 要:基于住房供求新形势和品质升级需要,推进住房发展新模式的关键是要强化供求精准对接,基本思路是要从“以产定需”走向“以需定产”。其中的一个可能性方案,是发展新型住房合作社模式,并与社员全员参与的住房储蓄体系紧密结合,可高效实现“人、房、地、钱”联动,还将推动社会住房价值观改变,激活广大居民参与住房建设及维护管理和治理社区的责任感与主动意识。该模式或可成为社区营造领域践行全过程人民民主、实施共建共治共享的重要载体。Based on the new situation of housing supply and demand and the need for quality upgrading,the key to promoting the new model of housing development is to strengthen the precise connection between supply and demand.The basic idea is to move from"production determines demand"to""demand determines production".One possible solution is to develop a new type of housing cooperative model,which is closely integrated with a housing savings system in which all members participate.This can efficiently achieve the linkage of"people,housing,land and money",promote changes in social housing values,and activate the sense of responsibility and initiative of residents to participate in housing construction,maintenance,management and community governance.This new model may become a practice of people's democracy throughout the entire process in the field of community building an important carrier for implementing joint construction,governance and sharing.
