中东欧国家数字经济发展水平研究——兼论与中国的合作机遇

摘　　要：中国和中东欧国家都将发展数字经济作为新一轮科技革命和产业变革的重点,双方合作潜力较大。本文基于2022年发布的最新国际评价报告,从不同视角总结并分析了中东欧12个国家的数字经济发展状况,为中国—中东欧国家进行数字经济合作提供方向。研究发现:中东欧国家数字基础设施略低于欧盟水平,总体发展状况较好;其数字经济产业应用水平较高,使用较广;公民和企业对数字化满意度较高,体验较好;爱沙尼亚的数字经济发展水平在中东欧国家中排名最高,并在电子参与和电子政务方面表现优异。由于中国数字经济发展水平较高,与中东欧国家经贸往来频繁,双边数字贸易总额逐年增长且数字战略方向较为一致,未来进行数字合作有巨大空间。The digital economy stands at the forefront of the contemporary technological revolution and industrial transformation,with both China and the Central and Eastern European(CEE)countries identifying it as a strategic priority.This study conducts a comprehensive analysis of the digital economy’s development within 12 CEE nations,drawing on the latest international evaluation reports from 2022.The analysis offers insights into potential avenues for digital economic cooperation between China and the CEE countries.Findings reveal that the digital infrastructure in CEE countries marginally trails behind the broader European Union average,but exhibits overall positive development.The industry application of digital technologies in these countries is extensive and advanced.Furthermore,there is a high level of satisfaction and positive experience with digitalization among citizens and enterprises.Estonia emerges as the leader in digital economy development within the CEE region,showcasing exemplary performance in e-participation and e-government.Given China’s advanced digital economy and the dynamic economic and trade interactions with CEE countries,there is a significant increase in bilateral digital trade volumes and alignment in digital strategic objectives.These factors indicate substantial potential for future digital cooperation between China and the CEE countries.
