摘　　要：科学有效治理腐败是一项复杂的社会系统工程,不仅需要从宏观政治制度层面进行顶层设计和系统优化,还需要从微观社会政策方面夯实协同治理的社会基础。在健全和完善反腐败法律制度体系的基础上,全面从严治理腐败的关键在于科学有效地监督和制约微观权力,因而需要精准聚焦公共权力的运行过程及其具体行使者。根据公共权力运行的一般规律,过程防腐作为制度反腐的实现机制,是联结和贯通宏观制度体系、中观治理机制、微观治理对策的中介环节。在推进腐败治理现代化的时代实践中,实现从宏观治理体系到微观社会政策的总体性建构,是完善中国特色过程防腐机制,一体推进不敢腐、不能腐、不想腐之“标本兼治”的重要进路。围绕公职人员及其职权本身,从经济社会文化层面探析腐败治理现代化的社会政策建构,结合既有“地方性知识”提出“三固定”和“三动态”的微观治理机制,以此支撑协同推进中国腐败治理体系和治理能力现代化。Anti-corruption is an complex social system project,which not only needs the top-level design and systematic optimization on the level of macro-political institution,but also needs to consolidate the collaborative governance on the level of micro-social policy.Based on the completion and improvement of the anti-corruption law institution system,the key of comprehensive and strict governance on the corruption lies in the scientific and effective supervision and the restriction on micro-power,thus it is necessary to focus on the operation of the public power and its practitioner.Based on the general law of the operation of public power,process anti-corruption,as the realization mechanism of institutional anti-corruption,is an intermediary link to connecting macro-institutional system,meso-governance mechanism and micro�governance countermeasures.In the practice of promoting the modernization of corruption governance in our times,realizing the overall construction from macro-governance system to micro-social policy is an important way to improve the process anti-corruption mechanism with Chinese characteristics and push comprehensively“tackling the problem”which does not dare to be corrupt,cannot be corrupt,and does not want to be corrupt.Based on the public officials and their power,the thesis explores the social policy construction of the modernization of the corruption governmance on the economic,social and cultural level,puts forward the“three-fixed”and“three-dynamic”micro-governance mechanism combining with existing“local knowledge”to support the collaborative promotion of Chinese corruption governance system and the modernization of governance.
