摘  要:跨区域城市生态环境具有多元性、整体性和关联性特征,以行政区划为治理单元的生态治理模式无法应对跨界污染危机带来的挑战,跨域生态协同成为跨区域城市生态治理模式转型的一个新方向。论文基于SFIC理论,以长三角生态绿色一体化发展示范区为例,从初始条件、干预领导、制度设计、合作过程四个方面呈现长三角协同治理图景,对长三角生态协同治理实践过程进行深入思考,建立协同行为、协同引擎与协同环境于一体的跨区域城市生态协同治理支持模型。Cross-regional urban ecological environments exhibit characteristics of diversity,wholeness,and interdependence.The ecological governance model based on administrative divisions cannot effectively address the challenges posed by crossborder pollution crises.Cross-domain ecological collaboration has emerged as a new direction for the transformation of ecological governance models in cross-regional urban areas.Drawing on the SFIC theory and using the example of the demonstration zone for the integrated ecological and green development in the Yangtze River Delta,this paper presents a collaborative governance landscape in the Yangtze River Delta from four aspects:initial conditions,intervention leadership,institutional design,and the collaborative process.The article deeply reflects on the practice of collaborative governance in the Yangtze River Delta and establishes a support model for cross-regional urban ecological collaborative governance,integrating collaborative behavior,collaborative engines,and collaborative environments.
