前置式治理——新时代“枫桥经验”的机关探索

摘　　要：“前置式治理”是地方党政机关对新时代“枫桥经验”的新探索。地方党政机关通过党建引领、数字赋能、服务前置、资源前置、机制前置的方式(即“一引领、一赋能、三前置”),将党政机关的人财物力和权责利等下沉至基层社会,提升社会治理效能。这既激活了各类主体,推动党政社民协同互动,又推动基层治理向规范化、专业化和智慧化转变。"Proactive Governance"is a new effort of the Fengqiao Experience in the New Era by local party and government agencies.In order to improve the efficiency of social governance,local party and government agencies allocate the personnel,financial resources,powers,responsibilities,and benefits of their departments to the grassroots society,through the methods of Party Construction Guidance,Digital Empowerment,Proactive Services,Resources,and Mechanism.These measures not only activate various subjects,promote the collaboration among political parties,the government,the society,and the public,but also promote the grassroots governance towards the direction of standardization,specialization,and intelligence.
