摘　　要：黄霸的为官经历可谓丰富,他从最基层的小吏做起,脚踏实地,一步一个脚印,最终升任丞相一职。他为官期间,勤政廉洁。在中央担任廷尉正时,他认真履职,一丝不苟地对待每一个案件,做到了公平执法。在主政颍川期间,他十分关心百姓疾苦,通过多种途径进行实地调研,掌握了大量一手资料,在此基础上,采取一些有益于民生的措施,多管齐下,多头并进,既发展了经济,改善了百姓生活,又使人们的道德修养得到提升,取得了令人瞩目的成绩。尽管他在丞相任上表现平平,但这无法掩盖其在地方上突出的政绩,将其作为西汉地方官的典型代表,是符合历史实际的。Huang Ba's official experience can be described as rich.He started as a grass-roots official,stayed down-to-earth,and step by step was ultimately promoted to the position of prime minister.During his tenure as an official,he was diligent and honest.When he served as a Tingweizheng in the central government,he conscientiously fulfilled his duties,treated every case meticulously,and achieved fair law enforcement.During his term in Yingchuan,he was very concerned about the suffering of the people.Through various means of on-site research,he obtained a large amount of first-hand information.Based on this,he took some measures that were beneficial to people's livelihoods,taking multiple approaches simultaneously.This not only developed the economy,improved people's lives,but also improved people's moral cultivation,achieving remarkable results.Although his performance as prime minister was mediocre,it could not conceal his outstanding political achievements in the local area.It is in line with historical reality to regard him as a typical representative of local officials in the Western Han Dynasty.
