摘　　要：总体国家安全观的形成发展经历了酝酿提出、完善结构、推进落实三个阶段。它不仅是一个开放包容的思想体系,也是一个系统完整的理论体系,在实践中不断丰富发展。为深入理解和贯彻总体国家安全观,本文尝试构建以“发展—安全”为核心的分析框架,进一步厘清国家安全边界,更清晰地展示我国国家安全体系的发展演变过程及其规律。The formation and development of the holistic approach to national security has gone through three stages:conceiving and proposing,refining the structure,and promoting its implementation.It is not only an open and inclusive system of ideas,but also a systematic and complete theoretical system,which is constantly enriched and developed in practice.In order to deeply understand and implement the holistic approach to national security,this paper tries to construct an analytical framework centered on“development-security”to further clarify the boundaries of national security,and to reveal more clearly the development and evolution of China's national security system and its patterns.
