摘 要:基于劳动力市场存量—流量模型,通过对就业市场测量统计的相关理论基础、指标体系及技术定义等的学术回顾可以发现,当下我国就业市场监测体系中存在一些突出问题,诸如测量和统计还不够精准,调查失业率单一指标难以全面反映劳动力市场信息,现有劳动力调查数据开发利用不够充分等。对此,有必要优化充分就业的界定,强化就业市场全方位监测,适时启动职位空缺和劳动力流动调查,择机共享劳动力调查微观数据库,采取适当的激励措施和方法,进一步提升调查数据的有效性,推动我国加速迈入高质量充分就业的新阶段。Based on the stock-flow model in labor market,through an academic review of the relevant theoretical foundations,indicator systems,and technical definitions of employment measurement statistics,it can be found that there are some prominent problems in China's current labor market monitoring system,such as inaccurate measurement and statistics,difficulty in reflecting comprehensive labor market information with a single indicator of unemployment rate,and insufficient utilization of existing labor force survey data.It is necessary to optimize the definition of full employment,strengthen comprehensive monitoring,timely launch surveys on job vacancies and labor mobility,choose opportunities to share micro databases of labor force surveys,adopt appropriate incentive measures and methods,further improve the effectiveness of survey data,and promote China to accelerate into a new stage of high quality and full employment.
