新中国成立以来中国共产党统筹发展和安全的历史经验——以“环境—任务—策略”为框架的分析

摘　　要：发展与安全有着不同价值偏好,存在内在关系张力,是国家治理的难题悖论。新中国成立以来,中国共产党推进国家治理的历史,就是不断探索统筹发展和安全的历史。根据“环境—任务—策略”的理论框架研究发现,党统筹发展和安全在不同历史时期有着不同阶段性特征,即社会主义革命和建设时期寓发展于安全,改革开放和社会主义现代化建设新时期融安全于发展,中国特色社会主义新时代统发展与安全;也蕴含着合价值性与合规律性的共同特点及经验启示,即坚持统筹兼顾是根本点,正确认识社会主要矛盾是结合点,建设包容性治理体系是立足点,用好底线思维是关节点。It has different value preferences with inherent tension between the development and security,being a paradox in national governance.Since the founding of the People’s Republic of China,the process of CPC in promoting national governance has been a history of continuous exploration of ensuring both development and security.According to the theoretical framework of"environment-task-strategy",it is found that there are different stage characteristics in different historical periods in terms of the Party’s ensuring of both development and secur ity.Namely,we developed within the secur it y range dur ing the per iod of socialist revolution and construction,and we blended security in development during the new era of reform and opening up and socialist modernization,and we ensure both development and secur ity dur ing the new era of socialism with Chinese characteristics.Additionally,it also contains the common characteristics and lessons learned from the value and regularity in ensuring of both development and security.In other words,adhering to an integrated approach is the fundamental point,cor rectly recognizing the main contradictions in society being the point of integration,building an inclusive governance system being the anchor point,and using bottom-line thinking being the joint point.
