"Three Global Initiatives":New Thinking and Promotion Path for Global Governance

摘　　要：面对全球治理的困境,“三大全球倡议”提出破解新思维。在全球治理路径上,“三大全球倡议”坚持发展治理和安全治理协同推进,并使之相互促进;在全球治理价值上,强调以文明包容互鉴建构全球发展、安全治理新理念;在全球治理机制上,统筹发展、安全与文明,强调不同治理机制的联动性和综合性。“三大全球倡议”的落实既有中国国际地位增强、以人为本思想和可持续发展理念深入人心等可行性基础,也面临着西方国家占据全球主导地位、冷战思维仍有市场、逆全球化思潮回升、大国战略竞争加剧等现实挑战。中国必须从行动层面坚持发展、安全与文明并重,夯实重点领域合作;从思想层面加强国际人文交流合作,建构发展、安全治理的共同价值理念;从制度层面完善和创新治理机制,推动治理机制间协调互补,助力“三大全球倡议”落地落实。Facing the dilemma of Global Governance,the"Three Global Initiative"have proposed new thinking to solve them.On the path of Global Governance,the"Three global initiatives"adhere to the coordinated promotion and mutual promotion of development governance and security governance.On the value of Global Governance,the"Three global initiatives"emphasize the construction of new concepts of global development governance and security governance through inclusiveness and mutual learning among civilizations.On the mechanism of Global Governance,the"Three global initiatives"coordinate development,security and civilization,and emphasize the linkage and comprehensiveness of different governance mechanisms.The implementation of the"Three Global Initiative"has the feasibility basis such as China's international status has strengthened,the people-oriented ideology and the concept of sustainable development have deeply rooted in people's hearts,it also faces practical challenges such as Western countries dominate the world,Cold War mentality and Anti-globalization sentiment still prevails,and strategic competition among major countries is intensifying.At the operational level,China must adhere to balanced development,security and civilization,and strengthen cooperation in key areas.At the ideological level,China needs to strengthen international cultural exchanges and cooperation,and construct common values of development governance and security governance.At the institutional level,China needs to improve and innovate governance mechanisms,and promote coordination and complementarity among governance mechanisms.Through these efforts,we will promote the implementation of the"Three Global Initiatives".
