摘　　要：习近平经济思想是我国经济高质量发展的重要思想引领,其将政府与市场的良性关系科学凝练为“有效市场”和“有为政府”。我国区域创新平台建设在管理体制、激励政策、科技金融等方面实践了“有为政府”与“有效市场”的协同合作。同时,良好的法治环境是市场有效和政府有为的保障,对此提出明确管理权合法性、强调倡导性法律规范作用、建立容错纠错机制以及加强知识产权服务与保护等法治建议。Xi Jinping economic thought is an important ideological guidance for the high-quality development of our country’s economy,summarizing the harmonious relationship between the government and the market as“efficient market”and“proactive government.”The construction of regional innovation platforms in our country involves the practice of the synergy between a“proactive government”and an“efficient market”in terms of management systems,incentive policies,and technology finance.Additionally,a favorable legal environment is crucial to ensure the effectiveness of the market and the proactiveness of the government.In this regard,specific legal recommendations are made,including clarifying the legitimacy of management authority,emphasizing the role of advisory legal norms,establishing error-tolerant and correction mechanisms,and strengthening intellectual property services and protection.
