摘 要:“一带一路”倡议已走过十余个年头。这期间,尽管中国和世界都发生了诸多重大而深远的事件和变化,但共建“一带一路”却始终如一地向前迈进,成为国际合作中的时代典范。“一带一路”倡议不仅是一个项目合作的具体实践过程,更是一个制度合作的不断建构过程。其既承载了历史所赋予的文化传统,又彰显了时代所蕴含的制度生命力。而作为共建“一带一路”的缩影,能源合作极好地反映了这种制度建构的过程和优势。无论从“一带一路”能源合作伙伴的建立,还是能源治理观的变革,都充分凸显了这一点。未来,“一带一路”能源合作必将面临新的机遇和挑战,对此,应着眼于新安全格局保障新发展格局的发展思路,积极探索碳中和“1+N”政策体系,通过创新性地运用涉外法治,保障“一带一路”更高质量地发展。The Belt and Road Initiative(BRI)has been run for ten years.In the past decade,despite many far-reaching events and changes in China and the world,the BRI has consistently moved forward and become a model in international cooperation.The BRI is not only a practical process of project cooperation,but also a continuous construction process of institutional cooperation.It not only carries the cultural tradition endowed by history,but also highlights the institutional vitality.As a microcosm of jointly building the Belt and Road,institutional construction in energy cooperation perfectly reflects the process and advantages,such as the BRI Energy Partnership(BREP)or new energy governance concept.In the future,The BRI would face new opportunities and challenges.Therefore,The BRI should promote the institutional framework of new development paradigm with new security architecture,actively carry out the BRI's carbon neutral"1+N"policy system,and improve foreign-related legal system.
