摘 要:目的:建立医院运行效率评价指标体系,为反映以DRG/DIP为核心的支付方式改革下医院整体运行效率情况变化提供分析工具。方法:通过文献研究法初步确立评价框架,采用德尔菲专家咨询法对指标进行筛选并确定指标权重。结果:以投入-产出为框架构建了支付方式改革下医院运行效率评价指标体系,包括人员、床位、经费与物力投入、服务利用、床位利用、医疗服务能力、服务质量、经济运营及满意度等10个二级指标和34个三级指标。结论:以支付方式改革为核心构建的医院运行效率指标体系构建科学合理,建议进行实证应用,充分运用评价结果,为改善医院运行状况提供参考依据,进而推动公立医院高质量发展。Objective:To establish an evaluation index system for hospital operational efficiency,providing an analytical tool to reflect changes in the overall efficiency of hospitals under the reform of payment methods centered on DRG/DIP.Methods:An evaluation framework was preliminarily established through literature research,and the Delphi expert consultation method was used to screen indicators and determine their weights.Results:An evaluation index system for hospital operational efficiency under the reform of payment methods was constructed based on an input-output framework,including 10 secondary indicators and 34 tertiary indicators such as personnel,bed,funding and material input,service utilization,bed utilization,medical service capability,service quality,economic operation,and satisfaction.Conclusion:The constructed hospital operational efficiency index system,centered on the reform of payment methods,is scientifically rational.It is recommended to apply it empirically,fully utilize the evaluation results to provide references for improving hospital operations,and thus promote the high-quality development of public hospitals.
