摘　　要：国内石油管材产品认证长期依赖国外机构,独立自主的高端品牌认证缺乏;现行认证和评价方式基本为“门槛”要求,缺少拉升质量高线的自愿性产品认证服务。针对以上问题,首先介绍了国内现行的几种石油管材质量监管和认证、评价模式,分析了其异同点以及与当前石油管材制造水平的适应性问题。其次,结合国内石油装备制造行业发展新阶段和石油管材标准体系建设情况,指出目前国内已具备开展石油管材自愿性产品认证的基础。最后从标准体系完善、认证服务提供、采购机构支持、生产企业响应以及国际互认争取等方面提出了实现石油管材自愿性产品认证的设想和建议,以期为我国石油装备行业高质量发展提供思路上的参考。Domestic petroleum tubular goods product certification has long relied on foreign institutions,and independent high-end brand certification is lacking.In addition,current certification and evaluation methods are substantially take threshold requirements as a basis,and there is a lack of voluntary product certification services to raise the high-quality line.In view of the above problems,this paper firstly introduces several existing domestic petroleum tubular goods quality supervision,certification and evaluation modes,analyzes their similarities and differences,as well as the adaptability problems with the current level of petroleum tubular goods manufacturing.Secondly,combined with the new stage of development of domestic petroleum equipment manufacturing industry and the construction of petroleum tubular goods standard system,it is pointed out that the foundation to carry out voluntary product certification of petroleum tubular goods has been established in China.Finally,from the aspects of standard system improvement,certification service provision,procurement agency support,production enterprises participation and international mutual recognition,this paper puts forward ideas and suggestions to realize the voluntary product certification of petroleum tubular goods,in order to provide an alternate reference for the high-quality development of China′s petroleum equipment industry.
