现阶段省市级档案行业协会发展状况、问题及对策解析——以长三角、珠三角地区调研为例

摘　　要：为探讨基于新时代国家档案治理体系建设背景下档案行业协会等档案社会组织职能完善,档案治理作用发挥对策,选取我国档案服务行业较为成熟的长三角、珠三角地区的浙江省档案服务业协会与广州市档案行业协会为调研对象,分析其性质、宗旨、运维现状及其与行业发包、承包、监管各方关系,指出了我国档案行业协会建设滞后于实践需求、与档案主管部门关系仍待完善、与档案学会联动不足、面向发包方服务不足等系列问题。最后提出构建档案行业协会组织体系,健全档案行业协会运维机制,理顺其与档案主管部门关系,加强与档案学会及发包方联动等新时代我国档案行业协会发展对策。To analyze how to improve the functions of archival social organizations such as archival industry associations and give full play to their role in archival governance based on the background of the construction of archival governance system in the New Era,Zhejiang Archival Service Industry Association and Guangzhou Archival Industry Association in the Yangtze River Delta and Pearl River Delta,where the archival service industry is relatively mature,are selected as respondents.The study analyzes the nature,purpose,operation and maintenance of the archival industry associations and their relationships with employers,contractors and regulators in the archival service industry.It explores problems that the construction of archival industry associations lags behind the practical needs,the relationship with archival competent departments needs to be improved,the linkage with archival societies is insufficient,and the employer-oriented services are insufficient.Finally,it proposes countermeasures for the development of archival industry associations in China in the New Era,such as accelerating the construction of organizational system of archival industry associations,improving the operation and maintenance mechanism of archival industry associations,rationalizing their relationship with archival competent departments,and strengthening the linkage with archival societies and employers.
