摘  要:城市内涝已成为城市发展面临的重大问题之一。基于水文循环及低影响开发理论,在分析城市内涝根本原因的基础上,提出通过点状、线性、面状以及指标控制四种控制手段,在控制性详细规划中形成一系列的控制内容,包括LID设施的选址、汇水廊道控制线的划定、G类及相关用地的合理布局、地块绿地率的调控甚至透水铺装率及屋顶绿化率等指标的增加,以控制场地开发对城市水文过程影响最小化,从而缓解城市内涝。然后,通过暴雨淹没模拟、汇水路径识别实验及径流系数参数的引入,为相关控制内容的实现提供方法指导。并针对汇水廊道和不同用地类型,提出具体的控制策略。最后,以武汉市A0802号控规编制单元为例,论证了相关控制的可行性。研究从中观层面响应城市内涝问题,对完善内涝治理体系、减轻城市内涝风险具有重要意义。Urban waterlogging has become one of the major problems in urban development.Based on the theory of hydrological cycle and low-impact development,and on the basis of analyzing the basic causes of urban waterlogging,four control methods of point control,linear control,plane control and index control are proposed to form a series of control contents in the regulatory detailed planning.It includes the location of LID facilities,the delineation of control lines of catchment corridors,the rational layout of G and related land,the regulation of green space rate of plots,and even the increase of pervious paving rate and roof greening rate,in order to control the site development to minimize the impact of urban hydrological process,so as to alleviate urban waterlogging.Then,through the simulation of rainstorm inundation,the identification experiment of runoff path and the introduction of runoff coefficient parameters,the paper provides the method guidance for the realization of related control contents,and puts forward the concrete control strategy according to the catchment corridor and different land use types.Finally,taking no.A0802 control planning unit in Wuhan as an example,the feasibility of relevant control is demonstrated.The study of response to urban waterlogging from the meso-level is of great significance to perfect the waterlogging control system and reduce the risk of urban waterlogging.
