摘　　要：随着社会治理格局变化,社区治安治理面临新的挑战,单一治安主体越发难以适应社区治安治理需要。在“共建共治共享”社会治理新格局下建设社区治安共同体,有利于壮大社区治安力量,可以更好地应对当前越发复杂的社区治安形势,从而更好维护社区稳定和谐的治安秩序。解决当前社区治安共同体存在的资源整合核心缺位、主体发展失衡、参与机制不完善等问题,需要在界定社区治安共同体的内涵并明确其实践属性、利益属性、资源属性等本质特性的基础上,结合各地公安机关的基层治安治理实践,从社区治安治理过程中治理资源统筹、治理潜力释放、协作基础夯实、“数治”平台建设等四个方面积极探索社区治安共同体建设的可行路径。With the change of social governance pattern,community security governance is facing new challenges,and a single security subject is more and more difficult to meet the needs of community security governance.Building a community security community under the new pattern of social governance of"co-construction,co-governance and sharing"is conducive to strengthening the community security force,and can better cope with the current increasingly complex community security situation,so as to better maintain a stable and harmonious community security order.To solve the problems existing in the current community security community,such as lack of resource integration core,unbalanced development of the main body,and imperfect participation mechanism,it is necessary to define the connotation of the community security community and clarify its essential characteristics such as practical attributes,interest attributes,and resource attributes,and combine the grassroots public security governance practices of local public security organs.In the process of community security governance,the feasible path of community security community construction is actively explored from four aspects:governance resource coordination,governance potential release,cooperation foundation consolidation,and"digital governance"platform construction.
