摘 要:本文研究了黑龙江省工业企业节能政策的现状、问题及优化对策。黑龙江省在节能政策执行过程中,诸多问题逐渐显现,包括监管主体能力与资源的局限性、监管聚焦问题的欠缺、监管方式的僵化及监管对象合作度不足。为应对这些挑战,提出了一系列优化对策:增强监管主体的专业能力,精准定位工业节能监管重心,弹性优化监管策略,并增强监管对象的合作性。通过这些措施,旨在加强与工业企业的沟通协作,激发其节能降碳的内生动力,进而有效推进黑龙江省工业部门的节能减排工作,为实现国家“双碳”目标作出贡献。This paper studies the status quo,problems,and optimization countermeasures of the energy-saving policies for industrial enterprises in Heilongjiang.Many problems have gradually emerged during the implementation of energy-saving policies in Heilongjiang,including the limited capacity and resources of regulatory authorities,the lack of focus on the regulated issues,the rigidity of regulatory methods,and the insufficient cooperation of regulatory objects.To address these challenges,a series of optimization countermeasures are proposed:enhancing the professional capacity of regulatory authorities,accurately positioning the focus of industrial energy-saving supervision,flexibly optimizing supervision strategies,and enhancing the cooperation of regulatory objects.Through these measures,we aim to strengthen communication and cooperation with industrial enterprises,stimulate their endogenous motivation for energy conservation and carbon reduction,and effectively promote the energy conservation and emission reduction work of the industrial sector in Heilongjiang,thereby contributing to the achievement of the country′s"dual-carbon"target.
