双碳目标下法定计量检定机构节能改造探析

摘　　要：文章以市场监管总局印发的《建立健全碳达峰碳中和标准计量体系实施方案》为指引,简述中国双碳目标现状,探索建立法定计量检定机构节能创新方案。通过改进规程规范,完善定价标准,建立耗能指标评价机制,培养节能意识,加强社会责任等方面的改革创新,不断创新自我管理效能,实现自身节能改造。形成低能、低碳的法定计量检定机构运行新模式,促进计量、标准等国家基础设施的协同发展,真正发挥计量、标准的基础性、引领性作用。This article is guided by the"Implementation Plan for Establishing and Improving the Carbon Peak and Carbon Neutrality Standard Measurement System"issued by the State Administration of Market Regulation.It briefly describes the current status of China's dual carbon goals and explores the establishment of energy-saving innovation plans for legal metrological verification institutions.By improving regulations and standards,improving pricing standards,establishing an evaluation mechanism for energy consumption indicators,cultivating energy-saving awareness,strengthening reform and innovation in social responsibility,and continuously innovating self-management efficiency,we can achieve our own energysaving transformation.Establish a new mode of operation for low energy and low-carbon statutory metrology verification institutions,promote the coordinated development of national infrastructure such as metrology and standards,and truly play the fundamental and leading role of metrology and standards.
