基层检察机关刑事检察工作提质增效高质量发展研究——以H县检察院刑事检察工作为例

摘　　要：司法现代化是中国式法治现代化宏伟蓝图的重要组成部分。刑事检察工作能否提质增效、进入高质量发展轨道,是助力检察工作实现现代化的关键。刑事检察工作的基础和关键在于基层检察机关。新形势下基层刑事检察工作提质增效高质量发展主要是基于社会治理实践的需要、人民群众对公平正义的期盼以及检察工作自身发展的需要。通过对H县检察院刑事检察工作的实证研究发现,当前影响基层刑事检察工作高质量发展的因素主要有刑事检察人员理念滞后、办案及监督等工作机制不够健全、整体队伍素能不高等,下一步需要从推动检察理念更新、完善办案监督与社会治理机制、提升检察队伍素能等方面协同推进。Judicial modernization is an important component of the grand blueprint for the modernization of the Chinese style rule of law.Whether criminal prosecution work can improve quality and efficiency,and enter a highquality development track,is the key to assisting in the modernization of prosecution work.The foundation and key of criminal prosecution work lies in the grassroots procuratorial organs.Under the new situation,the improvement,efficiency,and high-quality development of grassroots criminal prosecution work are mainly based on the needs of social governance practice,the expectations of the people for fairness and justice,and the needs of the development of prosecution work itself.Through empirical research on the criminal prosecution work of the H County Procuratorate,it is found that the current factors affecting the high-quality development of grassroots criminal prosecution work mainly include the lagging concept of criminal prosecutors,inadequate mechanisms for handling and supervising cases,and low overall quality of the team.The next step is to promote the updating of prosecution concepts,improve the mechanism for handling supervision and social governance,and enhance the competence of the prosecution team.
