摘　　要：公共价值是公共行政领域的基础问题,其决定了公共治理的目标追求和实现方式。近年来,公共价值成为公共管理领域的一个重要研究议题,我国学者围绕公共价值概念,从政府绩效管理、价值创造和公共价值观等方面进行了拓展,逐步形成了中国情境下公共价值研究的理论和方法。回顾公共价值研究,在概念界定、测量以及实证等方面还存在不少的困难,也导致公共价值研究的趋同性比较强,相对知识贡献不足。公共价值的基本问题属性以及公共价值的中国情境和本土特征决定了其作为建构公共管理自主知识体系切口的可能性,关键议题包括公共价值在公共行政中的功能定位、公共价值的文化和政治属性、公共价值的历时变迁和演化、公共价值的建构逻辑和管理以及公共价值实现的激励与问责等。Public value is a basic issue in the field of public administration,which determines the pursuit and implementation of the goals of public governance.In recent years,public value has become an important topic in the field of public administration.Chinese scholars have expanded the concept of public value from government performance management,value creation,and public values,gradually constructing theories and methods for public value research in the Chinese context.In retrospect of public value research,there are still many difficulties in conceptual definition,measurement,and empirical research,which leads to a relatively high degree of convergence and a relatively insufficient contribution of knowledge.The fundamental status of the concept of public value and the specificity of the public value context determines its possibility as a starting point for constructing an independent knowledge system in public administration.The key issues include the functional orientation of public value in public administration,the cultural and political attributes of public value,the diachronic change and evolution of public value,the construction logic and management of public value,and the incentive and accountability for the realization of public value.
