新时代“枫桥经验”视域下社会工作嵌入新疆人民调解的路径研究

摘　　要：新疆人民调解工作面临纠纷内容复杂、效率不高等情势,还存在调解员队伍不稳固、专业素养不高等问题,这使社会工作嵌入新疆人民调解成为必要。社会工作和人民调解的基本理念、基本特征、基本原则、工作方法和社会治理功能高度契合,这为社会工作嵌入新疆人民调解提供了可能。据此,《新疆人民调解条例》明确鼓励和支持社会工作者担任人民调解员。该规定能助力构建共建共治共享的社会治理格局,进而推进平安新疆、法治新疆的建设。为有效实施该条例,推动形成新时代新疆“枫桥经验”,应结合新疆实际,不断提升社会对社会工作者的认识以及新疆社会工作者对人民调解的认识,进一步细化社会工作嵌入新疆人民调解的方式、准入机制和保障体系。The mediation work of Xinjiang people faces the situation of complex dispute content and low efficiency,as well as the unstable team of mediators and low professional literacy,which makes it necessary for social work to be embedded in Xinjiang people's mediation.The basic concepts,characteristics,principles,working methods,and social governance functions of social work and people's mediation are highly compatible,which provides the possibility for social work to be embedded in Xinjiang people's mediation.Based on this,the Xinjiang People's Mediation Regulations clearly encourage and support social workers to serve as People's mediators.This regulation can help build a social governance system of co-construction,co-governance,and sharing,thereby promoting the construction of a safe and rule of law Xinjiang.In order to effectively implement this regulation and promote the formation of the“Fengqiao Experience”in Xinjiang in the new era,it is necessary to continuously improve the understanding of society towards social workers and Xinjiang's social workers towards people's mediation based on the actual situation of Xinjiang,and further refine the methods,access mechanisms,and guarantee systems for embedding social work into Xinjiang's people's mediation.
