地方政府间合作有利于提高企业全要素生产率吗——来自长三角城市群的经验证据

摘　　要：实现城市群经济高质量发展是中国未来经济发展的主要任务之一,而城市群地方政府间的合作是否有助于此项任务的完成具有重大的理论和现实指导意义。文章利用2003—2012年工业企业数据和203个地级市相关数据,基于2010年长三角地区六个地方政府加入长三角城市经济协调会的准自然实验,分析长三角城市群地方政府间的合作对企业全要素生产率的影响。研究发现,长三角城市群地方政府间的合作显著提高了企业的全要素生产率。利用手工搜集和整理的地方政府间合作文本数据,也证实了这一结论。这一提升主要来源于企业间资源错配的改善、地方政府对企业的财政支持力度的增加和企业融资约束的降低。私营企业、出口型企业和原位城市企业的全要素生产率从地方政府间合作中受益更多。本文的研究是对区域发展新格局和促进经济高质量增长的学术回应,也为实现全国统一大市场和畅通国内大循环提供了政策实施的依据。This paper investigates whether intermunicipal cooperation can promote the improvement of total factor productivity of firms.Using data related to industrial enterprises and 203 prefecture-level cities from 2003—2012,the article analyzes the impact of intermunicipal cooperation in the Yangtze River Delta urban agglomeration on firms'total factor productivity around a quasi-natural experiment in which six local governments in the Yangtze River Delta region joined the Yangtze River Delta City Economic Coordination Council in 2010.It is found that intermunicipal cooperation in the Yangtze River Delta urban agglomeration significantly increases the total factor productivity of firms.This conclusion was also confirmed using manually collected and collated textual data on intermunicipal cooperation.This increase mainly comes from the improvement of resource mismatch among enterprises,the increase of financial support from local governments to enterprises,and the reduction of financing relief constraints for enterprises.Intermunicipal cooperation in the Yangtze River Delta urban agglomeration is more conducive to the increase in TFP of private and export-oriented firms.The research in this paper is an academic response to the new pattern of regional development and the promotion of high-quality economic growth,and also provides a basis for the policy implementation of the 14th Five-Year Plan and the 2035 Vision.
