摘  要:为缓解城市自然资源和生态环境等突出问题,绿色技术创新已成为长江经济带城市绿色发展、高效发展的关键保障。论文以2014—2018年长江经济带74个城市的面板数据为研究对象,采用非期望产出的超效率SBM模型和Malmquist生产率指数来衡量绿色技术创新的效率,结果表明:(1)长江经济带城市绿色技术创新效率的总体水平较低,且各城市的发展极为不均。(2)从空间分布来看,位于长江下游地区的城市绿色技术创新效率表现较好且发展水平也较稳定,而中上游城市的改进空间较大。(3)从动态变化来看,在整个研究期间,样本城市整体绿色全要素生产率提高了13.1%,技术创新效率指数提高了4.5%,技术进步变化指数提高了12.1%。通过上述的实证分析,为推动长江经济带城市绿色技术创新效率提升,提出相应的政策建议。To alleviate the outstanding problems of urban natural resources and the ecological environment,green technology innovation has become a key guarantee for the green and efficient development of cities in the Yangtze River Economic Belt.Using the panel data of 74 cities in the Yangtze River Economic Belt from 2014-2018,the super-efficient SBM model with non-expected output and Malmquist productivity index was used to measure the efficiency of green technology innovation.The results show that:(1)The overall level of green technology innovation eficiency of cities in the Yangtze River Economic Belt is low,and the development of each city is extremely uneven.(2)In terms of spatial distribution,cities located in the lower reaches of the Yangtze River have better performance and more stable development levels of green technology innovation efficiency,while cities in the middle and upper reaches have more room for improvement.(3)In terms of dynamic changes,the overall green total factor productivity of the sample cities increased by 13.1%,the technological innovation efficiency index increased by 4.5%,and the technological progress change index increased by 12.1%during the whole study period.Through the above empirical analysis,corresponding policy suggestions are proposed to promote the green technological innovation efficiency of cities along the Yangtze River Economic Belt.
