摘　　要：市域横向碳补偿能够在保证城市环境公平的前提下实现黄河流域低碳协同发展。论文利用夜间灯光和净初级生产力卫星遥感数据估算了2003—2018年黄河流域城市碳平衡状态,然后考虑资源型城市损益偏离特征和城市的公平感受对碳平衡数据进行修正,最后基于修正后的碳赤字确定碳补偿金额和补偿优先级。结果表明:(1)黄河流域整体于2007年首次出现碳失衡,到2018年城市碳赤字率高达62%;(2)经过修正资源型城市有166 157万吨历史碳排放被调整到了非资源型城市,个别城市碳补偿主客体地位发生转换;(3)黄河流域市域横向碳补偿呈现“东北补偿西南,中下游补偿上游”的空间格局,省会等发达城市需要支付的补偿金额明显高于其他地区;(4)以玉树州为代表的经济欠发达的上游生态盈余区应当优先受偿,以下游威海等经济较发达且补偿金额对城市经济发展影响较小的城市应当率先支付。Horizontal carbon compensation at city level can realize the coordinated low-carbon development of the Yellow River basin(YRB)on the premise of ensuring regional environmental equity.This paper estimates the carbon balance state of cities in the YRB from 2003 to 2018 by using the satellite remote sensing data of night light and net primary productivity,then corrects the carbon balance data by considering the characteristics of profit and loss deviation of resource-based cities and the city's sense of fairness,and finally determines the carbon compensation amount and priority based on the modified carbon deficit.The results show that:(1)The overall carbon balance of the YRB was broken for the first time in 2007,and carbon deficit rate reached 62%in 2018.(2)After the amendment,1661.57 million tons of historical carbon emissions of resource-based cities have been adjusted to non-resource-based cities,and the status of subject or object in carbon compensation of individual cities has changed.(3)The city-level horizontal carbon compensation in the YRB presents a spatial pattern of"northeast compensating southwest,middle and lower reaches compensating upstream":The compensation amount paid by developed cities such as provincial capitals is significantly higher than that of other cities.(4)The economically underdeveloped cities with surplus ecology in the upstream represented by Yushu should be paid first,and the economically developed cities with less effect on economy such as Weihai in the downstream should take the lead in paying compensation.
