摘　　要：高校作为分层管理的一体化组织,有其特定的权力中心和决策边界,若固守集中管理方式须支付昂贵的决策信息成本,坚持分散决策方式又引发目标偏离成本,因而需要在“校一院”之间科学地配置和转让有关办学事务的决策权及资源。推进高校管理重心下移应遵循知识转移成本的边界性原则,决策所需的知识转移成本小即采用学校集中管理方式,决策所需的知识转移成本大就实行学院分散决策模式。高校构建和落实“发包治理”机制,既有利于高校的集中统一管理,也有利于基层院系的专业决策与有效治理,从而实现高校决策权威的有机统一和相互转化,进而响应我国高等教育高质量发展的现实要求。As an integrated organization with hierarchical management,universities have their specific power centers and decision-making boundaries.If it adheres to centralized management,it needs to pay expensive decision-making information costs and if it adheresto decentralized decision-making,it needs to pay target deviation costs.Therefore,the decision-making rights and resources between the university and its schools should be scientifically allocated and transferred which related to school affairs.To promote the downward shift of university management center,it should follow the boundary principle of knowledge transfer cost.If the knowledge transfer cost required for decision-making is small,the university centralized management mode is adopted;if the knowledge transfer cost required for decision-making is large,the schools decentralized decision-making mode is implemented.The construction and implementation of the"Subcontracting Governance"mechanism in universities are not only conducive to the centralized and unified management of the university,but also conducive to the professional decision-making and effective governance of basic schools,so as to realize the organic unity and mutual transformation of the decision-making authority of universities,and thus respond to the practical requirements of the high quality development of higher education.
