半正式行政文化:乡村善治的文化基础

摘　　要：半正式行政文化是支撑基层政权推进乡村治理有效的一种文化样态。以“主体身份—场景特征”为分析框架,建构乡村治理的4种文化类型。其中,半正式行政文化作为一种理想类型,既有别于正式行政文化,也不同于非正式行政文化,更区别于类行政文化,是三者之外、生长于非科层化治理场景的一种文化形式。在实践中,半正式行政文化以压力型文化、反支配型文化、自主型文化和博弈型文化自上而下的生成过程为内在逻辑和推进乡村善治的文化基础。半正式行政文化概念的提出,有助于重新认识半正式行政的演变脉络及其对“治理有效”的作用,揭示出未被现有研究关注到的“文化缺失”问题,进而建构出一种走向乡村善治的文化图式。Semi-formal administrative culture is a cultural pattern that supports the government at the primary level to promote effective rural governance.Based on the analytical framework of"subject identity-scene characteristics",four cultural types of rural governance are constructed.Among them,semi-formal administrative culture,as an ideal type,is not only different from formal administrative culture,but also different from informal administrative culture and even more different from administration-like culture,and it is a form of culture that grows in the non-hierarchical governance scenarios outside of the three.In practice,semi-formal administrative culture takes the top-down generation process of culture of pressure,culture of anti-domination,culture of autonomy and culture of game as the internal logic and the cultural foundation for promoting good rural governance.The concept of semi-formal administrative culture can help to re-conceptualize the evolution of semi-formal administration and its role in"effective governance",reveal the problem of"lack of culture"that has not been paid attention to by existing research,and then construct a cultural schema towards good governance in the countryside.
