高校图书馆文献信息资源保障体系发展的机遇、挑战与思考

摘　　要：[目的/意义]高校图书馆的生存与发展环境持续发生变化,文献信息资源保障如何实现创新和转型发展成为图书馆以及图书馆联盟面临的重要问题。[方法/过程]梳理已有研究,面向高校图书馆专业馆员开展问卷调查,对高校图书馆与联盟的文献信息资源保障现状以及对未来发展的观点进行收集和分析。[结果/结论]调查发现,高校图书馆文献信息资源保障在政策保障、特色馆藏、自建资源、开放获取、数据决策、技术创新、联盟合作方面既有机遇也有挑战。结合调查结果,研究认为高校图书馆文献信息资源保障要坚持走单馆建设与联盟合作相结合之路,需要在完善政策保障、推动评估变革、拓展印本合作、创新特藏建设、变革电子资源采购模式、推动新型资源探索实践、推动联盟合作与业务融合等方面做出努力。[Purpose/Significance]Facing the continuous change of survival and development,the innovation and transformation of the literature and information resources system has become an important issue for university libraries and alliances.[Method/Process]Based on the existing research and questionnaire survey,this paper investigated and analyzed professional librarians’opinions on the current situation and future development of literature and information resources system in university libraries and alliances.[Result/Conclusion]It shows that there are both opportunities and challenges in the aspects of policy support,special collection,research and teaching outcomes,open access,data decision-making,technological innovation and alliance cooperation.It concludes that university libraries should insist on the way of combining the construction of single library with alliance cooperation in literature and information resource system,and make efforts in improving policy guarantee,promoting evaluation criteria,expanding printed resources cooperation,innovating special collections development,reforming electronic resources acquisitions,promoting new resources development,promoting alliance cooperation and service integration.
